Richard K. Blackwell, a native of Greenville, South Carolina, is the Vice President of Development for the Southeast Region of the United States for Agracel, Inc. His focus is providing development solutions on the industrial real estate front for both clients and communities. His firm, Agracel, is a fully integrated industrial real estate development, investment and management company that primarily focuses on secondary and tertiary markets. The primary focus is developing and/or acquiring manufacturing related facilities with intent of being long-term holders of the asset and have successfully developed over 24 million square feet (sf) of real estate in twenty-two states for clients such as JAC Products in Georgia, ZF, Hengst, Hershey’s, Ekornes, SetterStix, Gestamp, Teknoware, Michelin, and Horton. Ricardo Palacios is the manager of the engineering team for Georgia Power Community and Economic Development. Ricardo guides the team as they collaborate with business and community developers to assist them through the decision-making process. Ricardo provides preliminary civil engineering, planning and environmental information for projects in manufacturing, distribution, office/headquarters and data centers, as well as assistance with mega sites. Ricardo also works with local communities in the preparation and presentation of site evaluations, land use studies, aerial imagery, preliminary environmental analysis, cost estimates, business park master plans and conceptual site plans. As CEO of Next Move Group, Chuck Sexton is charged with leading the firm’s continued successful growth in site location, executive search, and economic development services for communities as well as EDO’s. A graduate of the University of Oklahoma Economic Development Institute, he was named a Top 40 Under 40 Economic Development Professional in 2017. Sexton, a native of western Kentucky, began his Economic Development career in 2010, after previously working in the private sector for over a decade in Industrial Supply Chain Management, Risk Management, Strategic Planning, and Marketing. Stacy joined the Georgia Ports Authority in 1992. Stacy has held numerous positions within the Georgia Ports. Prior to becoming the Director of Economic & Industrial Development Stacy held various management positions to include Marketing, Container Operations and Ship Operations. Stacy is a graduate of Leadership Savannah and Leadership Georgia. Stacy serves on several board of directors to include, the Georgia Forestry Association, and the Georgia Economic Developers Association. Cancellation, Refund, & No-Show Policy

  • A registrant who does not submit a written cancellation, or attend the luncheon, is considered a "No-Show.” No-Shows are not eligible for refunds or credits, and are still liable for outstanding balances. Those who are ill and have a doctor’s excuse or a death in the family will be excused.
  • Substitutions will be accepted at any time.
  • There will be no refunds or credits for cancellations after the close of business (5:00 pm) seven days prior the event.
  • All cancellation requests must be received in writing (email or hard copy) and must be received by the stated cancellation deadline.
  • Refund requests must include the name of the attendee.
  • When possible, refunds will be credited back to the original credit card used for payment.
  • For those who have registered and choose the bill me or pay by check option, you are still subject to the refund policy.
