JOB SUMMARY: This position is responsible performing a variety of professional and technical duties associated with the operation of Community Development programs.
EXEMPT POSITION: Yes
MAJOR DUTIES:
o Plans, coordinates and prepares state and federal grant and loan applications for local governments; explains and advises local governments of available state and federal grant and loan programs.
o Maintains and updates knowledge of state and federal grant and loan programs, as well as pertinent legislation; attends professional development and training conferences.
o Manages and administers grant programs; monitors all grant and project related activities to ensure compliance with state and federal guidelines; ensures all required documents, including quarterly reports, are submitted on a timely basis.
   o Coordinates with city and county attorneys, engineers, private professionals and general contractors; oversees the selection of qualified contractors through a sealed bid process; conducts pre-construction conferences with contractor and project engineer/architect.
o Serves as liaison for local governments with private professionals, industry representatives and other state and federal agencies.
   o Manages and monitors the distribution of grant/loan funds; establishes and maintains grant accounting and filing systems.
   o Conducts and prepares environmental reviews and coordinates publication of related notices.
   o Participates in project development coordination related obstacles, state and federal compliance and regulatory issues; facilitates and coordinates project meetings.
   o Advertises and conducts public hearings.
   o Markets commission services to local governments.
* Oversees and inspects construction activities throughout the construction phase; monitors contractors for compliance with applicable labor laws; monitors weekly payroll reports for wage rate and other requirements.
   o Receives and approves all grant related invoices for payment. o Prepares or completes various grant and loan related forms, reports, correspondence, or other documents.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of the principles and practices of public administration, business administration or other specializations related to the program area.
o Knowledge of grant acquisition and administration processes and requirements. o Knowledge of current literature and contemporary developments related to the program area.
o Skill in applying program related local, state and federal laws, program guidelines and contract specifications.
o Skill in organizing and executing a work plan.
o Skill in maintaining detailed schedules.
o Skill in performing basic mathematical calculations.

SUPERVISORY CONTROLS: The Community Development Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES: Guidelines include applicable federal and state requirements and regulations and local codes and ordinances. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of related administrative, management, and technical duties. The number and variety of projects and the need for sensitivity to political, social, and economic factors contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to perform specialized duties in support of Community Development programs. Successful performance contributes increased economic development and job creation in the region.
PERSONAL CONTACTS: Contacts are typically with co-workers, elected officials, engineers/architects, small business owners, attorneys, contractors and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light objects, and uses tools or equipment requiring a high degree of dexterity.
WORK ENVIRONMENT: The work is typically performed in an office. Extensive regional travel is required. Employee is required to maintain a personal cell phone in order for the RVRC to contact the employee at all times for work related emergencies and for the employee to maintain contact with clients and local elected officials outside our normal office hours.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
o Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
o Possession of or ability to readily obtain a valid driver’s license issued for the type of vehicle or equipment operated.
o Position requires a Bachelor of Science degree in Public Administration and/or related field.
