The City of Sandy Springs, Georgia is seeking a qualified individual to serve as the City’s next Economic Development Director. Incorporated in 2005, Sandy Springs is the seventh largest municipality in Georgia and the second largest in the metropolitan Atlanta area.

Key Leadership Opportunities
North End Redevelopment
City leaders are pursuing redevelopment of the North End district in hopes of transforming an area of the City that is still creating its identity. Currently, this area has not seen the same kind of private investment and transformation experienced by other parts of the City. With the landscape dominated by strip malls and low-density apartment complexes, this area has unique challenges to overcome.
The City hosted a series of public meetings intended to illustrate how the community’s vision for reimagining the North End of Sandy Springs can be realized through a variety of recommended uses, using four shopping centers in the district as examples. Now complete, the North End Redevelopment Concepts will provide a guide to spur redevelopment. The City is evaluating opportunities to incentivize redevelopment of the North End, including the exploration of a Tax Allocation District, Development Code Changes, incentive modifications, and other tools.
City leaders will need to employ significant community outreach and creative development strategies to create the vision for this area. The ideal candidate will have experience with and passion for managing urban redevelopment initiatives, establishing public-private partnerships, and implementing creative financing tools. Strategic Economic Development Plan Implementation
The Economic Development Team initiated a process to establish a strategic direction for citywide economic development efforts. The Strategic Economic Development Plan (SEDP) was completed in November of 2020. The ideal candidate will be able to successfully implement the SEDP work plan.

Economic Development Director Position Information
The Economic Development Director will direct citywide economic development efforts. The Director is responsible for facilitating economic development planning and initiatives, identifying and fostering economic development opportunities, securing funding for economic development activities and programs, assisting local organizations, businesses, and individuals with establishing economic development plans and projects, leading citywide recruitment and retention efforts, and marketing the City to expand economic development opportunities. Revitalization and redevelopment in the North End is a key priority of the City.
Work is performed under the general supervision of the Assistant City Manager.
Essential Functions
The essential functions of the position include, but are not limited to, the following:
• Establish and manage programs and practices to facilitate private sector projects that result in capital investment and job creation;
• Create a framework to encourage and facilitate small and entrepreneurial-based business development;
• Oversee business/industry outreach efforts including proactive business retention, recruitment, and expansion;
• Lead efforts to create a variety of analytical tools, benchmarks, and dashboards to measure and report on return on investment of City resources, program successes, and accomplishments;
• Serve as a spokesperson on economic development efforts of the City;
• Manage partnerships with external economic development agencies to promote and further the City’s economic development initiatives;
• Facilitate proactive engagement with the community, business owners, property owners, and other key stakeholders to assist with economic development efforts; and
• Direct supervision of Economic Development staff.
Desired Knowledge and Skills
The following are desired knowledge and skills for the position:
• Experience with and knowledge of economic development and strategic planning for economic growth, retention, and rehabilitation;
• Demonstrated experience with urban redevelopment and revitalization projects;
• Ability to serve as a spokesperson for the City on economic development efforts, including the promotion of redevelopment opportunities and business recruitment and retention initiatives;
• Strong management and strategic planning skills;
• Familiarity with federal, state, and local economic development financial and non-financial assistance and incentive programs;
• Ability to establish and evaluate the efficacy of incentive programs;
• Ability to research, evaluate, establish, and manage Tax Allocation Districts, Opportunity Zones, and other economic development tools;
• Ability to supervise and provide direction to consultants;
• Demonstrated ability to execute and manage public-private partnerships;
• Demonstrated ability to plan, coordinate, lead and monitor complex projects, prepare work plans, develop protocols and standards, and define and appropriately measure and report results;
• Demonstrated ability to listen, speak, and write in an effective manner, with a diverse group of individuals, including elected officials, department directors, representatives from other jurisdictions, residents, business community, and the general public;
• Knowledge of technology, digital and electronic media tools, and an outlook toward innovation;
• Comprehensive knowledge of current policies, procedures, codes, regulations, and other critical information;
• Ability to represent the City on committees, boards, during presentations, and through participation in community events; and
• Ability to coordinate and communicate with staff and partners regularly; and
• Ability to operate a computer and general office equipment, to include the use of word processing, spreadsheet, database, project management, and other software.
Minimum Qualifications
Bachelor’s degree in Economics, Public Administration, Finance, Planning or closely related field required. At least five (5) years previous experience and/or training that includes progressively responsible project management, economic development, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities. Preference may be given to those candidates with a Master’s degree in Economic, Public Administration, Planning, or closely related field and to Certified Economic Developers (CEcD). Must possess and maintain a valid Georgia driver’s license. Minimum Qualifications or Standards Required to Perform Essential Job Functions
