Job Description

Gwinnett County is seeking a dynamic leader to serve as the next Economic Development and Housing Division Director. This position will provide the opportunity to help shape the economic and housing landscape in one of the largest and most diverse communities in the Country. This role will oversee strategic planning, grant administration, project management, and compliance for economic development, affordable housing, and community development initiatives. Additional responsibilities will include collaboration with various stakeholders, including government officials, community members, and other relevant organizations, ensuring the efficient and sustainable growth and development through the implementation of comprehensive planning strategies and policies as well as fostering economic growth to provide opportunities for all residents of Gwinnett County.

Essential Duties
Reviews major economic development and affordable housing projects that align with the County’s strategic goals and priorities, including the ongoing effort to redevelop Gwinnett Place Mall into a walkable, mixed-use regional destination
Manage economic development and affordable housing toolkits to include incentives and inducements to drive development in the County through financial support for eligible projects
Conducts market analysis to identify and attract businesses and developers that align with the economic and housing goals the community
Leads a division of 15 staff made up of economic development, affordable housing, and community development professionals
Oversees the annual administration of the County’s entitlement grants from the U.S. Department of Housing and Urban Development, which include the Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant
Provides guidance to ensure the successful execution of projects and initiatives, compliance with local, state, and federal regulations, and alignment with Gwinnett County’s vision and goals Prepares presentation of reports, studies, and recommendations to government officials and community members
Maintains a close relationship with partner organizations including such as Grant Subrecipients, Commercial Improvement Districts (CID’s), the Gwinnett Chamber of Commerce, Partnership Gwinnett, Affordable Housing Developers, and other organizations
Develops and implements a comprehensive strategy in collaboration with local stakeholders, government officials, and community organizations
Promotes the community to attract developers as an investment destination and collaborating with local stakeholders to support growth and innovation
Tracks current with housing trends, economic indicators, and government policies that may impact economic development and affordable housing efforts
Public Speaking Duties
Stakeholder presentations and public speaking engagements
Grade 
The grade for this position is 304. Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
Bachelor’s degree in urban planning, public administration, economic development, or a closely related field AND
Ten years of experience in economic development, affordable housing, community development, real estate development, and/or project management, including two years of supervisory experience
Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Knowledge of economic development principles, strategies, and best practices
Strong communication and interpersonal skills
Ability to work collaboratively with diverse stakeholders
Familiarity with construction and development processes
Attention to detail and strong organizational skills
Understanding of local government operations and policies
Valid Driver’s License from state of residency
